Possible changes to city ordinances for Grand Blanc’s Central Business District


GRAND BLANC, Mich. (WNEM) – Community leaders in Grand Blanc are considering a change to the city ordinance that would allow tattoo parlors to operate in the Grand Blanc’s Central Business District.

It’s all part of the city’s effort to clean up some of its ordinance language.

On Thursday, Jan. 26, TV5′s James Felton spoke with Wendy Jean-Buhrer, the city manager, who said this is about providing clarification on what is and isn’t an adult-regulated business.

“We know what we want, but we know what we don’t want, and it’s not in our ordinances. So we needed to clean that up,” Jean-Buhrer said.

Jean-Buhrer was talking about efforts to clarify the city’s Central Business District Ordinance, also known as the CBD Ordinance. She said tattoo shops and a laundry mat that has been in place for years will be approved in the new, more clear CBD Ordinance.

“Body art uses will be accepted. Laundry mats will be accepted – that happened to be one that wasn’t in our uses. What will not be accepted is adult-regulated uses. So those would be anything that’s pornography or is nude, those kinds of regulated uses,” Jean-Buhrer said. “We really felt that those should not be in our downtown area, and that wasn’t in our ordinances.”

Jean-Buhrer said no new vape or tobacco business will be allowed in the Central Business District either. She believes the new, more detailed ordinance language will help avoid any confusion moving forward and also provide legitimacy to existing CBD businesses in writing.

“When we had individuals that would come and want to do business here, there were really gray areas. So we wanted to make sure that we know what we can allow and what we can’t allow. And so now we will have that in our ordinances by the end of January,” she said.

The planning commission recommended that the city council also approve regulations for roof and building-mounted solar panels.

Grand Blanc City Council is expected to give final approval of the proposed changes at its meeting on Jan. 8. If approved, the new rules would take effect 20 days after that meeting.
